Down with Deadbeats

Parents not receiving child support unite against deadbeat parents.

the father has paid nothing since a judgement was rendered. He is self employed with lots of shells. Its an out of state issue. The state has no indication if his license is in the state but they have a passport warning. i know he has other passports but i am unsure if he uses his name. I had a trail of some activities because he left an electronic footprint of global travel for a while. what can I do to help the state excercise compliance. He rarely responds to cell call, text messages, or emails. I really do not understand how it unravelled this way but I really could benefit from some relief. i am more blessed than many but the stress of uncertainty and ensuring i am addressing my childs development when there is no nearby social network takes so much prayer. I can find the relatives either. I reached a cousin last week but i approach with caution.

I am sorry I am not familiar with how cases that are out of state work. Hopefully somebody visiting this site will be more familiar with that than I am. I understand your frustration. My daughter’s father was issued a warrant and picked up last year with a $13,000 WRIT. They let him out of jail the following day with a “Promise to Pay” $1000. He got out of jail without paying anything and didn’t pay the $1000 he promised the judge he would pay.
I saw some information about out of state child support collections,

Deadbeat Parents Punishment Act of 1998. Federal Government enforcing out of state cases.
Sorry I think I hit reply too many times,

Hi,

I was just doing some research and I thought about your post. I saw some information about non custodial parents owing child support arrearages and having their passports revoked.

http://info.dhhs.state.nc.us/olm/manuals/dss/cse/man/CSEcP-16.htm#P... .

PASSPORT DENIAL POLICY
In accordance with the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, the Secretary of State is required to refuse to issue, revoke, restrict or limit passports to noncustodial parents (NCPs) who are certified by the Secretary of Health and Human Services as owing a child support arrearage amount greater than $2500.00.

The NCP must have an arrearage of $2500 or more before the passport application is denied.
If a passport has already been issued to the NCP, then the passport can be revoked or restricted by the U.S. Department of State, which governs passports.
If the NCP is abroad, the passport department can restrict a passport (limit usage) for direct return to the U.S.

Maybe you can contact them.

This is something I posted a little while ago, it sounds pretty good and there's contact information at the end:
Project Save Our Children

The Project Save Our Children (PSOC) task force is a multi-agency law enforcement initiative that investigates and prosecutes the most egregious child support matters. Its members are investigative analysts from the Office of Child Support Enforcement; Special Agents from the HHS Office of Inspector General, Office of Investigations; the United States Marshal’s Service; United States Attorneys and their assistants from the Department of Justice; the DOJ Office of Probation and Parole; State and local partners in law enforcement; along with the IV-D child support agencies across the United States.
These entities together identify, investigate, and prosecute noncustodial parents who knowingly fail to pay their support obligations and meet the criteria for Federal prosecution under 18 USC sec. 228 (Deadbeat Parents Punishment Act).
In recent months, PSOC has successfully investigated cases that resulted in payments for children and families in the national child support enforcement caseload, including the following:
South Dakota• —A noncustodial parent paid nearly $37,000, the full arrearage on a case that began in 1996, for his two 17-year-old children. At the time of his arrest this March, he was residing and working in Texas.
South Dakota• —In a case that began in 1991, a noncustodial parent has paid the remaining portion of his restitution in the amount of $20,000. He had paid the first portion of the total $36,000 in January 2007. He has two children.
South Dakota• —A 10-year-old child has received child support after the noncustodial parent, residing and working in Nevada, paid about $3,800 toward his restitution amount of $22,000.
South Dakota• —A noncustodial parent paid his entire outstanding arrearage of $14,000 prior to his sentencing, on a 2002 case for one child. He had been residing and working in Arizona.
Florida• —A noncustodial father was sentenced to 1 year of prison and 1 year of supervised release, and ordered to pay restitution of close to $29,500 plus $308 per month, on a case that started in 1994 for one child. He provided $5,000 at the time of sentencing.
Utah• —Between the time of his arrest in California in December 2007 and sentencing in August 2008, a noncustodial father paid nearly $32,000 toward his outstanding arrearage balance of $135,000 plus $2,500 in monthly payments.
For information about the national Project Save Our Children task force, contact Nick Soppa in OCSE at 202-401-4677 or email nicholas.soppa@acf.hhs.gov.

THANKS FOR THE HEADS UP!

MY QUESTION TO ALL: HOW FREQUENTLY DO YOU HEAR FROM THE NON PRESENT PARENT ...WEEKLY, MONTHLY, YEARLY? DO YOU HAVE COMMUNICATION WITH THAT PERSON'S FAMILY? FOR EACH QUESTION; BY PHONE, TEXT, PHYSICAL PRESENCE , OR OTHER?
IS THAT A GOOD THING? BAD THING? OR TRYING?( SORRY CAPS LOCK)

I haven't had any contact with the non-custodial parent for about 12 years. He lives in the same state but doesn't try to contact us. My guess would be that he doesn't contact us because he owes over 40,000 in arrearages. Since my daughter is 13 and has no memory of him she hasn't really asked about him. That is okay with me. If he wasn't man enought to help take care of her and to try to form a relationship with her that is his loss. She is beautiful, gets honor roll, is on the track team and plays tennis :) (I'm a little biased....)
She wouldn't know who he was if she passed him on the street. I know other members of this site are in a totally different situation then I am and i'm sure they will have more insight.

Thanks

The last time I had contact with the noncustodial parent was in May via an im the last last time he met with my son was February of this year. I met with his parents this past September in person. Before that there was a good amount of contact but no money or any materials things were given to my son from his dad......just an elmo chair. I think in some cases children may be better off without their dad if he is not a good influence and I think I have that case right now. I can't predict the future because maybe he'll realize one day an awesome son he has but I'm not counting on it.

My child is 7 and his dad hasn't had any contact with us for 5 years. I wish things could be different for my child's sake. It isn't the ideal situation for anyone. I do believe that I make the best out of our situation and my child has a full life with one parent, but also feel my son needs contact with his father. His dad wasn't a bad person when I met him. He just seemed to have changed.

Do you know where he lives? You can go to the county clerk office where your case took place and request his DL be suspended.

That has been done, the passport thing too - In August his trip advisor site2009 indicated he was in Florence Italy. Apparently the hotel was nice. They refuse to prosecute on a federal level. but if anyone cares to visit and say hi to the deadbeat dad - who advertises that he is opening a shoe store in Manhatten Feb 102010. Please DO http://www.misguidedproduction.com/ AND

I did GET AWARDED SOLE LEGAL CUSTODY in May. That is progress. The fear that he appear like something out of a Friday the 13th Movie and take my child did linger. I feel he has a mentally unstable adult daughter ( She hit her grandfather and had to be arrested at 17) so I would rather eyeball my son in his care if visitation occurs.

So arrears mount, and if this guy can get in and out the country with a foreign or fake passport my confidence in national security diminishes. Yes he is American.
